Is my forgiven loan taxable?
Two questions about the loan you had forgiven.
Was this specifically an SBA Paycheck Protection Program (PPP) loan?
One more question
Did you use the funds on eligible expenses — payroll, mortgage interest, rent, utilities — during the covered period, with everything on your forgiveness application accurate?
Outside of PPP, canceled debt is generally taxable income, reported to you on Form 1099-C if it's $600 or more. A handful of specific exceptions exist — bankruptcy, insolvency, certain student loan and farm/real-property debt programs — but they don't apply automatically. Worth a conversation with a tax professional before you assume you're in the clear.
Congress excluded PPP forgiveness from gross income under the CARES Act, and the IRS doesn't even want lenders issuing a 1099-C for it. Because your forgiveness application was accurate, this stays off your return — and expenses you paid with the funds remain fully deductible, thanks to a later fix in the Consolidated Appropriations Act, 2021.
The PPP exclusion only protects forgiveness that was properly earned. If the application included misrepresentations or omissions about how the funds were used, the IRS has said the improperly forgiven portion counts as taxable income — and it wants amended returns from anyone in that position. This is worth reviewing with a tax professional before the IRS reviews it for you.
